If I didn't miss anything I also can not activate vidstab, because it is
not available in Debian.

I wrote filters name from memory, and did it wrong, so It could be a bit confusing. Currently there are two filters:
$ melt -version
melt 6.4.1
Copyright (C) 2002-2016 Meltytech, LLC
<http://www.mltframework.org/>
$ melt -query filters | grep stab
  - videostab
  - videostab2

Both are consider deprecated (as mentioned in original link). The newer one is vid.stab filter. And yes, this filter would require libvidstab that is not present in Debian, as separate package. Currently only two tools (I'm aware of) can use this library - melt and ffmpeg (and also kind of abandoned transcode). I'm not sure how "wrong" would be to make this library simply part of the melt package.
