Tck/Tk 8.5 has reached its end-of-life and is to be removed from Debian (before the buster's release). So please, switch away from it for the apt-dater package. Apparently, it's sufficient just to replace tcl8.5-dev by tcl-dev (the current default Tcl version) to make apt-dater depend on Tcl 8.6.
