I submitted you bug upstream and got some information:

  'jpilot-dump -A' without the call to iconv should work.
  
  Code was added 3/19/2005 by Ludovic Rousseau to make printouts
  LOCALE-compliant.  There should be no need to run iconv because the
  conversion from UTF8 to the specified LOCALE is already being done in
  jpilot-dump.

So download a version from testing or unstable and retry to confirm that
the bug is now closed.
