I cannot reproduce this issue in a buster/testing chroot.

APT prefers oldstable-updates
APT policy: (500, 'oldstable-updates'), (500, 'testing'), (500,
'stable')
You need to fix your apt sources to not mix oldstable, stable & testing
packages.
Use only testing and upgrade your packages.
