Dear Maintainer,

A new version of tox is apparently available upstream.  At least 2.6, but 
according to the debian PTS up to 2.9.1

also there is a github repository that seems to have it as well
https://github.com/tox-dev/tox/releases
if that is accurate, the version in debian dates from Nov 16, 2016, 11 releases 
ago.
