Actually upstream said maybe they don't need a package (see https://github.com/PapirusDevelopmentTeam/papirus-libreoffice-theme/issues/13#issuecomment-357725329 ) and others are concerned about the maintaince ( https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=887367#10 ).
You can have another opinion.
