Severity: important

When the HOME environment variable is not set, ispell does not open the
personal dictionary, even if it was explicitly specified on the command
line.  This results in a problem when calling ispell from a cgi script,
since apache doesn't set HOME.

Once the problem is known, the workaround is obvious:
export HOME=~
ispell -pdictionary ...
