I've done the conversion here: https://anonscm.debian.org/git/debian-science/packages/ngspice.git Usually I'm also commiting the upstream branch and pristine tar but I have no idea how to do this with the multi-source package layout. So I took over only the debian/ dir. (I've choosen the repository name identically to the source package name in contrast to ng-spice-rework in SVN which I always considered very confusing.) I'll leave you the task to merge the recent NMU and your current packaging. For finalising the packaging I'd recommend to switch to short debhelper (dh) in debian/rules.
