I just upgraded to fix the flock() problem, and now see the same error
as reported in this bug on lots of _Packages.bz2.  Something is
definitely funny; it's hard to believe there are so many corrupt
files.

Hmm, the names files don't even seem to exist on my system.  There is
a file with the given name and .notify at the end in apt-cacher's
private/ directory.

It may be relevant that I have told apt-cacher to use a non-default
spot for its cache_dir.
