I have a few patches that contain text that is not 7-bit-clean US
ASCII.

They are all UTF-8.

"gbp pq export" used to generate patch files that were
Content-Transfer-Encoding: 8bit.  But today i see they are doing
Content-Transfer-Encoding: base64.

base64 is a lot harder to read!  we should just use 8bit encoding for
the patch files.

I *think* it was working with 0.9.3, but it might be that git itself
changed out from under gbp.  sorry for not testing in more detail
right now.
