icu from experimental dropped the icu-config binary, and texlive-bin
doesn't have a fallback for pkg-config icu-i18n.

We now that icu-config is not recommended any more, but still supported
upstream[1] . Do see a change to provide the script in any way? Yes, I
know you removed it to solve another bug.
