 FYI, apt-get is not meant to be an end-user / day-to-day package
 manager, but I do agree that it is a bug in apt-get.

 I think you misunderstood the importance of Recommends:
    Recommends

        This declares a strong, but not absolute, dependency.

        The Recommends field should list packages that would be found
        together with this one in all but unusual installations.

 (Debian Policy 7.2)

 I filed bugs against dselect and synaptic already because they didn't
 honor recommends in the default configuration on installs or upgrades.
