Yep. I can reproduce that. And I don't think it qualifies as an RC bug,
it is easily worked around.

Yes it is easily worked around but the user doesn't have any options but to leave the panel alone. The problem with this is an option is given to change the panel and when that option doesn't work it is a useless option that shouldn't be there. The option, as it is, stops the panel from working as it should therefore I believe it is an RC bug.

I received feedback from upstream and they think that this issue should be gone since 1.18.x of MATE panel.

If you still see the issue with recent MATE 1.18.x from Debian unstable, please reopen. Thanks!

This is a problem in MATE 1.16 as was reported as such. Even though it was reported after the freeze date it must have been there before the freeze date and as such it should really be fixed, via backports or patching or some other method. Until this is fixed Debian Stretch MATE users are unable to customise their panels in the way the panels are designed to be customised.
