Package: cc65
Version: 2.16-1
Severity: wishlist

This doesn't appear to be in policy, but common practice is that the
main package at least Suggests: the documentation package (some packages
use Recommends:).

Currently only the opposite (cc65-doc Recommends: cc65) is in effect.
There does not seem to be consensus among doc packages on that. Some do
Suggests:, some Recommends:, some nothing at all. So I guess there is no
reason to change that.
