Ah. Apologies. My confusion.

It was changed by rebootstrap in order to make it cross-build correctly.
This was done to deal with the issue outlined in
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=812965

Sp rebootstrap applies this patch before building:
--- a/debian/curl.install
+++ b/debian/curl.install
@@ -1,2 +1,3 @@
+#!/usr/bin/dh-exec
usr/bin/curl
-usr/share/zsh/*
+<!cross> usr/share/zsh/*

So this is not a valid bug. (I should have checked the normal package)

But you might want to consider adding this (and a dh-exec build-dep)
as a fix for #812965

It would very nice to fix this, since there are always new architectures
in the works, and being able to cross-build fundamental packages like
curl helps a lot.

So would you consider any of the options explained in the original
report of #812965 acceptable?
