I know very little about network infrastructure down under, but I wonder if 
mirroring off mirror.linux.org.au or our syncproxy.au.debian.org would work 
better for you (maybe forcing IPv4 over v6).

If you want to sync off syncproxy.au.debian.org, we would need to set up ssh 
triggered ftpsync runs.  Let me know if you are interested in that.
Otherwise, I think you can rsync off mirror.linux.org.au:: without that, I 
think.
