I'm now seeing different, though still undesirable behavior.  Here are
the steps and what happens.
Start emacs (running under KDE) 21.4a-3
Type ctl-h i  # gets you into the info system
Type m exim and hit enter
I'm now looking at a window displaying "Specification of the Exim Mail
Transfer Agent"
Type i filter
Emacs beeps immediately and displays "No index" in the one-line window
at the bottom.

As far as I can tell, i followed by anything produces this response.
exim4-doc-info is now 4.60-2

This system is basically testing, so neither stable nor sid.  It does
not have exim4 installed.  I tried on a similar system with exim4 and
got the same results.  I looked in the upstream changelog (in
/usr/share/doc/exim4-base on the system with exim4), searching on
'info' and 'documen' and didn't turn up anything (e.g., "we turned off
the info index because it was giving us trouble").
