We'd like to transition NTL to version 10.5.0, it's been sitting at 9.9.1 for too long. It shouldn't need any source uploads (except NTL itself), we just need to request a transition slot to do binary-only rebuilds from the release team: https://wiki.debian.org/Teams/ReleaseTeam/Transitions I can sponsor your upload once you feel 10.5.0 is ready, just let me know.
