Seems to work in testing and unstable. Looking at (less) da.rws for 3.1, it appears to directly reference "dansk" where there is "da" in testing.
Symlinking da.dat to dansk.dat and da_phonet.dat to dansk_phonet.dat in 3.1 appears to be a functional workaround.
