Try adding the line "allow-hotplug eth0" to /etc/network/interfaces.
I am another user who was having the same problem. (needing to run ifdown
wlan0 && ifup wlan0 after reinserting my wireless card)
"allow-hotplug wlan0" fixed it for me. Yay. :)
It would be nice for other users if the new allow-hotplug option was
mentioned somewhere in /usr/share/doc/pcmciautils/.
Looks like there are other new goodies in interfaces(5) that I should look
at.
