This should actually be done by slurm-drmaa1, not by the -dev package. In addition, slurm-drmaa1 should follow gridengine-drmaa1.0 and have an SOVERSION of 1.0 rather than 1 (or the other way around), so that Debian packages compiled against slurm's DRMAA library can be used with gridengine's (or the other way around) as long as they don't use anything that is specific for either DRM system. Additionally, both packages should have a "Provides: libdrmaa1.0" (or "Provides: libdrmaa1", depending on which SOVERSION is chosen in the end), and their shlibs files should be updated to use that virtual package name.
