Depends: dpkg-dev >= 1.15.7.2

This causes gunicorn and python-gunicorn to bring in a compiler
as dependencies in stretch.

The version in stretch-backports does not have this dependency
but rather than expecting everyone making a fresh install to
go to backports, could this be fixed in proposed-updates please?
