sieve itself isn't something specific to Thunderbird. And I believe Mozilla wont put some energy into this topic because of this and we on the packaging side wont do this too. We haven't the time and skills to develop something here nor should sieve rules editing directly implemented into the Debian packages only. The old Thunderbird plugin Sieve is still alive. The development has moved to GitHub. https://github.com/thsmi/sieve For some reason I don't know why the developers of that extension don't put new versions on the AddOn site on Mozilla.
