Hi,

I do have the case where a package doesnt want to build in an overlay
chroot (of course, systemd, #854400). I therefore wanted to create a
file chroot to have the package built in a different chroot, and I had
to completely delete my overlay chroot to be allowed to create the file
chroot.

When this is implemented, we of course need some magic way to send a
certain package to a certain chroot, for example with a changelog entry.

If this is too complicated for the time being, it would be good if just
Deactivating a chroot would allow temporary creation of a second chroot
for the same distribution/arch tuple.
