Bug#877011: reposurgeon: "you have not specified an editor and $EDITOR is not set"

Package: reposurgeon
Version: 3.42-2

The edit command doesn't work when $EDITOR is not set:
  reposurgeon% edit
  reposurgeon: you have not specified an editor and $EDITOR is not set

This is violation of Policy §11.4, which says that you should fall back 
to /usr/bin/editor when $EDITOR is not set.
