The docker bridge is managed by docker and should be left alone
by nm, so please add
ENV{INTERFACE}=="docker[0-9]*", ENV{NM_UNMANAGED}="1"
to the 85-nm-unmanaged-rules file in network-manager.
Alternatively, this could be part of the docker.io package's udev rule.
This sort of breaks automatic daily apt updates on machines with
docker installed that are suspended a lot, as nm-online considers
the machine online due to the docker bridge. (That's the level as
in apt < 1.5~rc2, but 1.5~rc2 included a fix to also wait on resume).
