yes,

also, I think that debian have changed some behavior in the installation 
procedure, because now, a normal network pci card is managed by udev (at 
least in the new installation that I have done of etch) so, if there's some 
authentification procedure using network devices it could fail, although the 
network interface isn't a hotpluggeable device.
