It should go just before the sections beginning
  .ifdef CHECK_RCPT_LOCAL_ACL_FILE
and
  .ifdef CHECK_DATA_LOCAL_ACL_FILE

What I've done is to define these two macros in
main/99_exim4-config_local and then put the greylistd sections in
these external files.
