If you are using Debian {i,o}german packages, German will be presented in emacs as german-new8 or german-old8. That is done by the {i,o}german packages and the dict integration system, not by emacs21 itself. I think this bug is not important (german-new and german-old are available, you can fully spellcheck German) and even can be closed, unless the above is not working in your system. I am anyway cc'ing this mail to {i,o}german maintainer, since I think this bug report, if not closed, belongs there.
