OK, I thought you were saying that the templates would not have been
translated.

There is two main reasons to localize your templates:
* the installation process and the use of a program are distinct.
* it is an easy (< 10 minutes) first step to a fully internationalized
  program, even if the next step is nearly impossible, as you seem to
  mention.
This is the same situation as the debian-installer translations.
For example, the d-i is fully translated in Vietnamiese, while very few
packages in Debian are translated in this language. I don't think these
translations are pointless, but ease the installation, which is often a
critical process.

You can also check which packages have templates correctly localized:
  http://www.debian.org/intl/l10n/po-debconf/pot
and those not correctly localized:
  http://www.debian.org/intl/l10n/templates/fr
Most of the packages on this second page are just no longer or very
badly maintained.
