Yes, I'm willing to help. As for the proper umbrella for this work, maybe it can be part of the "packaging-dev" source package ? Benjamin, have a look at at #859867 and let us know if you would be ok to have co-maintainers to implement (as a separate binary package) what I described in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=859867#117 ? packaging-dev would likely recommends that new package once it's available.
