Well, @packages.qa.debian.org just forwards to @tracker.debian.org. Having @packages.qa.d.o or @tracker.d.o in Maintainer will not cause mail loops or bounces. It might result in duplicate mails though for tracker subscribers. But honestly I would rather get rid of the check entirely. As I said in my recent debian-devel mail, I would like one day to be able to use team+...@tracker.debian.org as Maintainer field.
