The traditional way to start the dbus user/session bus is via
/etc/X11/Xsession.d/75dbus_dbus-launch or by having the desktop
environment start dbus-daemon --sesion start it directly (e.g.
gnome-session does it that way).

dbus-user-session is the new way, where systemd --user will setup a dbus
user bus.

Apparently that is not working for you. You should investigate why that is.
What does "systemctl status --user dbus.service dbus.socket" say?
