Yes, that's right. (But not every time)

The xfig process itself terminates. Only the window is left behind.

Some further experimentation shows that the zombie window disappears as
soon any X client is started. Actually, maybe this is a bug in Xorg in
stretch...

Yes: this looks very similar to #855206. Sorry for blaming xfig!
