Well, the reason is probably that nobody has requested it yet. Usually Thomas Esser is quite fast in adding useful styles. However, he recently said that he won't have time to work on teTeX and release a new tarball in the near future. Therefore you'll probably have to install it into /usr/local/share/texmf for a while. In etch you will be able to use texlive instead of teTeX, which does include it. But I'm not aware of any backports for sarge currently. Norbert?
