I can confirm the provided patch works for GTK/GConf-powered desktops. The disable command also works and effectively removes all previous settings from the user's GConf profile. However since this is a per-user setting, I believe debian-desktop is a more appropriate place to discuss about it's eventual system-wide inclusion.
