I don't know why or how the udev stored PID got out of sync with the
real PID, which seems to be a bug.

But, seeing as this inconsistency can happen, it is also a bug that
udev tried to kill an arbitrary process, and didn't check that it was
a udev process (perhaps /proc/pid/exe=~/\<udev\>/).
