That's a start, but things are rather more complicated. At the moment the live setup is only setting locale. It works for display on the X desktop, but: * as you've discovered it doesn't work on the console * it's not selecting an appropriate keyboard layout, either under X or on the console To get all this *right* will be a major undertaking, I think.
