I cannot reproduce this behavior here (with a new created user
account, to make sure that none of my local user configuration disturb
the setup).

Please start a fresh emacs instance and switch to the *Messages*
buffer.  It should write out something like this:

As you can see, it loads (among others) the file
/var/cache/dictionaries-common/emacsen-ispell-dicts.el.  If you open
this file, you will find the following blocks for ingerman:

As you can see, both of them use "ngerman" and not "deutsch".

In /var/cache/dictionaries-common/emacsen-ispell-default.el on my
system the first of the above two blocks is selected:

(set-variable 'debian-ispell-dictionary "german-new8")

it can be changed using select-default-ispell (as root).

This all works as expected on a fresh crated account, so if you system
behaves different, I cannot see from here, what is going wrong.  Would
you please compare your settings and output with my one, so we may be
able to find the root of your problem.
