correct. Imagine I'm using gbp-import-dsc because I first prepare a package
without git, and then when I'm happy with it, I create a git repo on alioth and
want to share my current state with the world for feedback. In that case, I
want to be able to run gbp-import-dsc on a not-finished packaging to be able to
create the initial packaging git repository.
