Since there's been no activity on this bug for a couple of years, I just wanted to mention that this happened to me a few days ago when I upgraded to stretch. When running aptitude after upgrading the distribution, obsolete/locally created packages had descriptions and metadata from other packages, or even none at all in some cases.
However, the problem went away on its own for me too. Thanks. -nandhp
