Package install (previously installed mysql package did not start, and dpkg was 
reporting the reinstall is needed. On reinstall apt-get reported that package 
could not be downloaded so I've installed mariadb)
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Lokked at status
service mariadb status
mariadb.service - MariaDB database server
   Loaded: loaded (/lib/systemd/system/mariadb.service; enabled; vendor preset: 
enabled)
   Active: failed (Result: exit-code) since Sat 2017-07-01 11:15:25 EDT; 2h

as root I've executed /usr/bin/install -m 755 -o mysql -g root -d 
/var/run/mysqld
It executed without error 
As work arround for now I run it with mysqld_safe
