As discussed via IRC, unattended-upgrades' test suite appears to read files from the host's /etc/apt/, which may at least make it fail. For instance, test_minimal_partitions uses apt.Cache which ends up reading the preferences files. Given an environment where those files are not world-readable the test suite fails.
