As I said: version constraints. stable must have a lower version than
the one in unstable. If this upload is accepted, that won't be the
case:

qgis       | 2.14.11+dfsg-3 | unstable   | source, armhf, i386, mips64el, 
mipsel, powerpc, ppc64el, s390x
qgis       | 2.14.15+dfsg-1 | unstable   | source, amd64, arm64, armel, mips

Better be safe than sorry: let's wait on updated and buildable packages
in unstable before allowing this update in stretch.
