That's release team territory. The procedure is:
1) file RC bug against the package (this avoid it going back into
testing right after the removal)
2) either wait for the autoremover or file a RM bug against
release.debian.org, asking for removal from buster (mind usertags,
etc)
There are no rdeps in testing, so it can go away without conflicts.
