Debian's nginx package (1.10.3-1) in stable (stretch) is build against
libssl1.1, it builds against libssl-dev. The same is true for our
packaging master branch[0].
Now that stretch is released we plan to upload 1.13.1 to
stretch-backports so you might want to wait for a week or so, until it's
available.
