Say what just plain
$ arp
does.

Wait, that is not legal according to SYNOPSIS.
Oh, it is legal according to this usage line,
  arp [-vn]  [<HW>] [-i <if>] [-a] [<hostname>] <-Display ARP cache
that has the -a optional, etc. in contrast to the man page. Hmmm, a HW
is revealed here... should unify usage message an man page.

Man page also says,
   For  debugging  purposes, the arp program also allows a complete
       dump of the ARP cache.
but doesn't say how. Maybe that is what
$ arp
does. I don't know. I'm offline as I write this.

Say what ARP stands for.

Say what parts of the command one doesn't need to be root to use.
