can you still replicate it with an updated system (so apt-get update + upgrade + dist-upgrade)? i tried just now and running DISPLAY= reportbug emacs progresses just fine in a non-graphical env what is the value of DISPLAY in your env? I'll be able to test tomorrow morning.
