Please try "/usr/sbin/adduser somename". If that doesn't work, please re-try with an english locale. Dnd if that doesn't work, please execute strace -f -s 2000 -o strace.adduser /usr/sbin/adduser somename and send the gzipped strace.adduser file in private mail.
