I'm also afflicted by this bug, which looks like it was exacerbated by
enabling bootlogd (which introduces sufficient delay to allow gdm to
grab VT2 before the gettys on VT1-6 are run).

gdm isn't respecting the

  FirstVT=7
  VTAllocation=true

options in gdm.conf.  Xorg was invoked with

  /usr/X11R6/bin/X :0 -dpi 96 -audit 0 -auth /var/lib/gdm/:0.Xauth
  -nolisten tcp

It is not using the 'vtXX' option to select a VT, as documented in
Xorg(1).  As a result, it is always grabbing the first available VT,
irrespective of the gdm configuration.  Because of this, gdm is
vulnerable to a race between gdm starting and init forking the gettys
on init script completion.
